I don't care what you people say.  This is the best Scrooge:

I'm going to have to go Michael Caine.  The Muppet Christmas Carol (1992)

I second this. Michael Cain is awesome and Kermit is the best Bob Cratchit ever.

Re:the BEST Scrooge

seeeeeeee. Muppet's was way better. i mean, Beaker and the Professor made way better Charitable Donation guys. Me me meee Me me Meee. That's all Beaker said, but it was enough. And Michael Cain was a much more believable Scrooge in my opinion. Plus, there is something far less intense about ghost-muppets. I don't particularly care for the live-action human-ghosts. The Ghost of Christmas Present was way too serious and kind of mean. I prefer the jolly, well-meaning one with all the chuckling from the Muppets.
