Here's a pretty good site for open source films.

I've seen a couple good old classics like Haxan and Tod Browning's Freaks.

The video quality ranges from decent to horrible but rather than streaming, you can just download and watch on your itunes. And, there's no commercials.

Wikipedia hosts a large list of public domain films, many containing links to sites where you can watch online.
