Risselada:I've seen the whole series, and the one that I watched had 30 episodes for sure. I don't remember what happened at the end of episode 26, but I know there was definitely no resolve until the very end of the last episode. So it's good you are seeing it all the way through 30. It's probably my favorite anime series. HOPE YOU ENJOY IT!
i think from what i have pieced together, the 4 OVA episodes were the episodes on disc 4, "recollections." i was griping about that disc to someone online because it is complete rehash of earlier episodes ( ihate these flashbacks even in long running series, and 4 episodes in a row!?) and it was explained to me that this was during the SARS epidemic in Asia when everyone was afraid to go out, well, rather than production completely end (and possibly lead to death of the series, i am guessing here, but many fine series get axed for strange reasons), these 4 episodes were released... which if true is forgiveable.
don't mark this as gospel, since it is a mix of heresay and conjecture.
i really loved this series and right now waiting for the mangas to arrive by mail, to see if they clear things up. it was great, tho at times the direction was garbeled and obfuscated. i want to compare it to the manga to try and get abetter understand of why it suffered from its shortcomings.
anyone else out there love this series, but have similar feelings (i have met people who couldn't finish it for these reasons, but i Loved it... it's just too bad that it ahd the potential to be a true 5/5 in about every category.

new info: okay it seems that the 4 episodes on disc 4 were part of the 26 episode run, used as filler during SARS scare, they went back to series where they left off, didn't really end the series, and did 4 OVA episodes afterwards (maybe even a couple of years), what would have been the episodes 23-26, now labeled as 27-30, tho technically an OVA. this came out prior to me getting back into anime more recently.
