The Emperor Palpatine is the embodiment of ultimate evil in the Star Wars universe - so I would choose him. Plus, he was the only good thing in the prequels

Plus he was the only actor from the First Trilogy. Palpatine was a good manipulator and planner. However the real villian was Darth Vader. The heartless killing and destruction of the Jedi Knights showcases his evil side. Much darker in my opinion that Palpatine. The executioner is always more disturbing that the planner.

How about Robin Sachs as Sarris in Galaxy Quest. He was pretty ruthless and had no compassion, the makeup effects were pretty cool too.
