I would also point to some of Terry Gilliam's early films, <a href="http://www.spout.com/films/Brazil/4350/default.aspx">Brazil</a>, <a title="12 Monkeys (1995)" href="http://www.spout.com/films/12_Monkeys/92804/default.aspx">12 Monkeys</a>, as having steampunk aesthetics even if they aren't self-consciously made to be part of the sub-genre.
