Galvanized into action, Norm starts circulating petitions to keep the Heifer on all fours. Meanwhile, Sam (Ted Danson) gets his digs in at Rebecca (Kirstie Alley) when her imprisoned millionaire sweetheart Robin Colcord shows up as part of a convict road gang just outside Cheers.
